This often happens if you have pop-ups blocked on your browser. Unblock the pop-up and click the link again, and the tutorial should open.
You can also try taking the tutorial using a different browser (Chrome or Firefox).
Another common cause is that there's another component on your personal computer that is interfering with the functioning of the tutorial. Try to take the tutorial on one of the computers in the library, if you continue to have problems.
